@tooties: On LC referendum: five precincts in county remain out, but we don't know if they're in LC area. The 55-45 margin has been steady all night, so it looks good for the yes votes.

@SuperDan The issue with Willowcreek and Central is to the north, where you have the entrance to Town and Country and Evergreen. That has long been a problem.

I can explain that "three-sided" remark. The idea is that Portage borders Lake Michigan, so those restaurants would draw only from three directions, not from the north. That makes Portage not a central location, thus more difficult to draw the foot traffic those stores/restaurants need to justify the new location. Not impossible, just more difficult.
